Terms and Conditions
The NYS Early Learning Trainer Credential program Terms and Conditions are designed to ensure that there is consistency over the system of Trainer Approval through the NYS Early Learning Trainer Credential Program.
As we gain more information on what is best for both children and the Early Learning workforce, the New York State Association for the Education of Young Children (NYSAEYC) reserves the right to change these Terms and Conditions to accommodate current best practice.
Note:- Trainers are required to read and adhere to current policies and procedures and revisions as released.
- Failure to comply with NYS Early Learning Trainer Credential program Terms and Conditions may result in withdrawal of trainer approval status.
- Keep this document in a safe place and refer to it as necessary.
In commitment to high standards for Early Learning professional development, the New York State Association for the Education of Young Children (NYSAEYC) has established specific education and experience requirements for approving trainers. In order to ensure best practices within the field of Early Learning, NYSAEYC reviews and modifies trainer approval requirements as needed.
Trainers must fulfill one of the four criteria below:- Meets the education, experience and training requirements of the entity that issues certification in a specific curriculum. Copies of current certification in each curriculum that a trainer would like to provide as an Approved Trainer must be submitted to NYSAEYC for verification.
- Associates Degree OR 60 college credits AND 18 credits in Early Childhood, Child Development or a related field, 2 years working in direct service with children and families, 25 hours of experience providing professional development.
- Bachelor's Degree AND 24 Credits in Early Childhood, Child Development or a related field, 3 years working with in direct service children and families, 45 hours of experience providing professional development.
- Masters, Ed.D, and/or Ph.D degree in Early Childhood, Child Development or a related field, 4 years working with in direct service children and families, 60 hours of experience providing professional development.
- Any grade below a "C" will not be counted toward the required ECE credits on a Credential applicant's transcript. However, a waiver to this policy shall be considered and possibly granted. Each case will be handled individually.
- The experience and education requirements have been developed and reviewed by NYSAEYC. NYSAEYC will honor historic trainer approval if and when new guidelines are established.
- An appeal process will be available for a trainer who is denied approval.
NYSAEYC reserves the right to require trainers to pay fees for issuing of the NYS Early Learning Trainer Credential.
PrivacyInformation trainers provide when creating an account with the NYS Early Learning Trainer Credential program will be used for the following purposes: For the NYC Early Childhood Professional Development Institute or the New York State Association for the Education of Young Children to contact trainer applicants regarding their public profile of the Early Learning Training Source, NYS Early Learning Trainer Credential Application, and/or to post preferred professional contact information, areas of expertise, education level, and Trainer Credential status on the Early Learning Training Source. The information may also be shared with state agencies to compile data for research purposes.
Code Ethical Obligations and Professional ResponsibilitiesThe NYS Early Learning Trainer Credential program Trainer Code of Ethics and Professionalism details the professional code and conduct all trainers awarded Approved status through the NYS Early Learning Trainer Credential program are expected to display.
- As an Approved Trainer, I recognize my responsibility to my profession, my trainees and myself. I will present an ethical, respectful and professional demeanor whenever I provide professional development. I have reviewed and will abide by the National Association for the Education of Young Children (NAEYC) Code of Ethical Conduct and Statement of Commitment as well as the Code of Ethical Conduct: supplement for Early Childhood Adult Educators as the measure to which all in the field of early education and school age care should adhere. - As an Approved Trainer, I will deliver professional development in only those Training Content Areas in which I have a strong knowledge base. I will adhere to copyright laws. I will not present material produced by other trainers or training organizations without first acquiring the written permission and/or acknowledging the source of the information as appropriate. My delivery of training will be objective, factual and current. I will refrain from sharing subjective opinions and statements regarding a particular topic. I understand that the NYS Early Learning Trainer Competencies are meant to be a guide for me as an Approved Trainer. New York State Association for the Education of Young Children is held harmless from the delivery of curriculum content and will not be held liable for any incidents relating from their use.
- I also understand that as an Approved Trainer, I will not benefit from or show favor to any product, individual or situation. While professional development sessions will often include discussions of these issues my Trainer Approval status must reflect a level of neutrality. I will not sell products or services, nor will I allow others to sell products, during a training session unless the products and services are directly related to the training product. I will not participate in any interactions that may be considered a conflict of interest. Some examples of conflict of interest include, but are not limited to, the following: recruitment of trainees for employment opportunities, selling products that I have a financial interest in, or having a relationship with a trainee that may constitute a conflict of interest.
- A process for filing a complaint with regard to an approved trainer who is not in compliance with the Code of Ethics and Professionalism will be available.
- I understand that the New York State Association for the Education of Young Children (NYSAEYC) may randomly monitor my training for quality control purposes.
Ethical Obligations and Professional Responsibility Agreement

Failure to comply with the NYS Early Learning Trainer Credential program Terms and Conditions and/or Ethical Obligations and Professional Responsibilities may result in withdrawal of my Trainer Approval status.

I will:- Abide by the National Association for the Education of Young Children (NAEYC) Code of Ethical Conduct and Statement of Commitment as well as the Code of Ethical Conduct: supplement for Early Childhood Adult Educators as the measure to which all in the field of early education and school age care should adhere. (See http://www.naeyc.org/positionstatements/ethical_conduct.
- Deliver professional development in only those Training Content Areas in which I have a strong knowledge base and that are within the bounds of my competence and expertise.
- Adhere to copyright laws. I will not present material produced by other trainers or training organizations without first acquiring the written permission and/or acknowledging the source of the information as appropriate.
- Avoid any interactions that may be considered a conflict of interest. Some examples of conflict of interest include, but are not limited to, the following: recruitment of trainees for employment opportunities, selling products that I have a financial interest in, or having a relationship with a trainee that may constitute a conflict of interest.
- Remain current in my profession by actively pursuing opportunities to continue my own professional development.
- Deliver training that is objective, factual and current. I will refrain from sharing subjective opinions and statements regarding a particular topic.
- Use the NYS Early Learning Trainer Competencies to guide my work as an Approved Trainer.
- Not sell products or services, nor allow others to sell products, during a training session unless the products and services are directly related to the training product.
- Cooperate with other professionals to the best of my ability in order to better serve the field of Early Learning; professionals, children and families of New York State.
